In 1990, the Missouri General Assembly directed the Environmental Improvement and Energy Resources Authority (EIERA) to establish the Missouri Market Development Program to promote developing and maintaining markets for recovered materials and recycled content products throughout Missouri. Recycling market development helps ensure that recycling will expand its role in a sustainable economy. Growth in the recycling market creates jobs, conserves resources, contributes to a cleaner environment and reduces reliance on Missouri’s landfills for disposal of solid waste.
Sustainable Materials Management Plans – January 2026
In 2022, the U.S. EPA announced that the Bipartisan Infrastructure Law would provide grants authorized under the Save Our Seas 2.0 Act. In Fiscal Year 2023 EPA made funding available for states and territories to improve post-consumer materials management programs through planning, data collection, and the implementation of plans.
The EIERA, in consultation with the Missouri Department of Natural Resources (MoDNR), commissioned Burns and McDonnell to develop the Sustainable Materials Management Plans (SMMP). These plans were designed to provide a comprehensive overview of the current solid waste system in the state, including a review of collection, processing and disposal infrastructure, regulations related to solid waste, and provide stakeholder feedback to identify barriers and opportunities for improvement.
These SMM plans, while developed by the EIERA, are intended to inform stakeholders and decision makers charged with managing solid waste throughout the State of Missouri.

The Missouri Market Development Program promotes market development by providing financial incentives, technical assistance and informational services to businesses, governments and other organizations. Since 1992, the program has assisted more than 200 Missouri companies make effective use of materials recovered from household and industrial waste, such as:
- Asphalt roofing shingles
- Carpet scraps
- Waste wood
- Waste food products
- Many other materials
