Request for Proposals for Missouri Critical Minerals Plan

The Environmental Improvement and Energy Resources Authority and the Missouri Department of Natural Resources’ Missouri Geological Survey are soliciting proposals from qualified firms interested in developing a statewide Critical Minerals Plan. The plan will align ongoing and new collaborations among state, federal, university, and private partners to cultivate interest in development of Missouri’s critical minerals. Components of the plan will include an analysis of opportunities and challenges, a marketing plan, policy recommendations that foster critical mineral development and final plan publication within six (6) months of a signed contract.

Proposals are due no later than 4:00 P.M. CDT on May 6, 2026. Please review the Request for Proposals for further information and instructions.
