Energy Financing Program Under Development

Missouri’s Environmental Improvement and Energy Resources Authority was awarded a $156 million solar grant through the Inflation Reduction Act. This revolving loan fund program will offer a combination of forgivable loans and low-interest loans for community and rooftop solar installations designed to bolster state energy resilience, create jobs and help Missourians— especially low- and moderate-income residents – save money on energy bills.

The program is in development, and applications will be open later in 2025.

Important Notice: Solar program funding is not yet available. Missourians should be aware of bad actors attempting to use this high-profile program to spread scam offers. Offers of “free solar” to low-income households because of this program – whether received via phone, email, text, advertisement or door-to door marketing – are probably not legitimate.

Request For Proposals – Professional Services

In cooperation with the Missouri Department of Natural Resources Waste Management Program, the State Environmental Improvement and Energy Resources Authority (EIERA) is soliciting proposals for professional services from qualified contractors for the oversight and installation of 12 landfill gas monitoring probes at the Woods Chapel and Jackson County Sanitary Landfills in Jackson County, Missouri.  The successful bidder must be a qualified environmental engineering firm with expertise in landfill design and operations, including the design, installation, and operation of landfill gas monitoring probes.

Questions and Answers

Questions regarding the RFP should be submitted by email to eiera@eiera.mo.gov and are due on August 29, 2025 at 12:00 p.m. CST.  Written responses to questions will be available for viewing as soon as practical, but no later than 12:00 p.m. CST on September 12, 2025, via a link on the EIERA website at www.eiera.mo.gov. Questions submitted after the deadline will not be answered.
