Missouri Department of Natural Resources Narrows Scope of Request for Proposals for New State Energy Plan

The Missouri Department of Natural Resources’ Division of Energy and the Environmental Improvement and Energy Resources Authority have tightened the focus for a new State Energy Plan.

Our request for proposals is more Missouri centric, with additional focus on power generation and transmission. Because this plan will model the path forward for the next decade or more, it will include a comprehensive analysis of financial and funding aspects of Missouri’s energy future.

The narrowed request seeks a contractor to produce the State Energy Plan by Sept. 1, 2026. Proposals are due no later than 3 p.m. Central Time Dec. 31, 2025. Please review the State Energy Plan Request for Proposals for additional information and instructions.

Questions regarding the request for proposals should be submitted by email to EIERA@eiera.mo.gov no later than 3 p.m. Central Time Dec. 17, 2025. The responses will be posted by 3 p.m. Central Time Dec. 19, 2025.
